 Courts
 
A cooperative agreement between the Litter Control Program and the Probation Department of Monroe County has been in force since 1988. Individuals ordered by the Courts to serve community service hours are assigned to the Probation Department Litter Crew and are supervised by Probation Officers as they perform litter cleanups on State Highways.

Through a special contract with PennDOT under "State Highway Law," reimbursements are made to the county for each mile of state highway cleaned on this program. These funds are used for program expenses.
 
 
County Roads 
Under the Accelerated Rehabilitative Disposition [ARD] program of the Monroe County Courts, adult probationers are assigned community service hours instead of jail time for certain offenses.  These individuals are assigned to our program to clean areas or roadways as assigned.  Their work and time is recorded, and documentation is sent to the Probation Office.
 
 

Adopt a Highway

In the past, PennDOT has spent tens of millions of dollars of taxpayers' money to pick up litter. By creating the "Adopt-A-Highway" Program, this money and personnel can be utilized for highway safety and maintenance. The Adopt-A-Highway Program brings together public and private groups and individuals to be stewards of two-mile

sections of state roads. In signing a contract with PennDOT, the group or individual promises to clean that portion of road a minimum of four times a year for a period of two years.

PennDOT provides safety instruction, safety vests, trash bags, "Litter Crew" signs, and removes the collected trash for proper disposal. PennDOT also posts two signs on the section of roadway, naming the adopting group or person. Currently, there are over 100 official adoptions, covering almost 200 miles of state roadways in Monroe County.
