The Litter Control & Beautification Program of Monroe County was organized in 1987, under the leadership of State Representative Joseph Battisto. A Board was assembled to represent the concerned public and private sectors of the community. Currently, this program is managed by representative from the following organizations:

Funding
The Litter Control & Beautification Program of Monroe County depends on contributions and donations from municipalities, businesses and individuals. Additional funding has come though state legislators, in the form of Legislative Initiative Grants. Funding also comes from cooperating agencies, such as the Monroe County Job Training Program, formerly J.T.P.A., which supports the summer youth cleanup program; from PennDot for supplies, disposal of waste, and contact agreements; and in-kind support from the Monroe County Commissioners. A portion of our funding now comes through litter fines as levied by the local District Justices on commercial trash vehicles that violate the State Vehicle Code .
